Richard W Duncan and Donnie H. Russell first two Tracy residents killed during the Vietnam War.  The Vietnam Veterans Memorial in Washington DC is a symbol of the nation’s honor and recognition of the men and women of its armed forces who served in the Vietnam War.  The memorial is inscribed with their names.
